Abstract

This research is motivated by the existence of homeless drifters and beggars in Pekanbaru to get donation from people. This motivates the researcher to conduct a research in this topic. The formulation of the problem is how the role of the Dinas Sosial Pekanbaru in handling beggars in Pekanbaru is and what the factors behind this are. The objective of this research is to know therole of the Dinas Sosial Pekanbaru in handling beggars and the factors supporting the existence of beggars in Pekanbaru. This is a qualitative research. Data is divided into primary and secondary data. Primary data is obtained from observation and interview while secondary data is obtained from literatures and documents related to the role of the Dinas Sosial Pekanbaru in handling beggars in Pekanbaru. Data analysis is descriptive-qualitative. Based on the research done, the Dinas Sosial Pekanbaru plays anactive role in handling beggars in Pekanbaru by doing some efforts as follows : First, repressive action. This is done by doing razia, establishing temporary home, and bringing back to their home. Second, preventive action consisting of counseling and social guidance, giving trainings based on their talent, providing donation which is selective and restrictive. Third, rehabilitative action consisting of giving donation, assistance, trainings, education and sending back to their society. the factors behind the existence of beggars are two factors; internal and external. The external factors are unemployment, conditional and environmental influences. The internal factors are the lack of education and skill, lack of self-esteem, not ready to live in a big townas well as psychological problems or insane. Keywords : Role, Beggars, Dinas Sosial
