Abstract

Penelitian ini bertujuan untuk mengetahui implementasi Peraturan Daerah Nomor 6 Tahun 2013 Tentang Pengelolaan Zakat di BAZNAS Kabupaten Siak serta mengidentifikasi faktor-faktor penghambatnya. Metode penelitian yang digunakan adalah penelitian kualitatif dengan pendekatan deskriptif, dengan teknik pengumpulan data melalui wawancara, observasi, dan dokumentasi. Hasil penelitian menunjukkan bahwa BAZNAS Kabupaten Siak telah menerapkan Peraturan Daerah Nomor 6 Tahun 2013 Tentang Pengelolaan Zakat dengan cukup baik dan terstuktur. Hal ini terlihat dari kepatuhan terhadap syariat islam, pengelolaan yang amanah, upaya memberikan kemanfaatan berkelanjutan melalui program produktif, perlakuan adil dalam distribusi, kepastian hukum sesuai regulasi, integrasi internal antar unit kerja dan pihak eksternal, serta akuntabilitas melalui pelaporan transparan. Meskipun demikian, terdapat hambatan seperti rendahnya pemahaman masyarakat tentang zakat, keterbatasan data mustahik yang akurat, serta tantangan dalam sosialisasi regulasi. Oleh karena itu, BAZNAS Kabupaten Siak disarankan untuk terus meningkatkan kualitas pelayanan dan pengelolaan. Kata Kunci: Good Governance, Pengelolaan Zakat, Badan Amil Zakat Nasional (BAZNAS)
