Abstract

The government has a role in mediation, namely providing KUA for the mediation process so as to reduce conflict disputes between married couples. With the existence of KUA, it is expected to be able to eliminate various kinds of conflicts or hostilities in married couple conflicts. The Qur'an explains that the burden and responsibility of mediators in family disputes is quite important, especially when a family has shown signs of disagreement, then the family of the husband and wife can send a mediator. The formulation of this study is how the role of the religious affairs office in mediating conflicts between married couples through religious guidance in Pangkalan Lesung District, Pelalawan Regency. The purpose of this study is to determine the role of the religious affairs office in mediating conflicts between married couples through religious guidance in Pangkalan Lesung District, Pelalawan Regency. The key informant is the head of KUA Pangkalan Lesung District, Pelalawan Regency. The secondary informants are officers in KUA and several married couples. The data analysis technique is descriptive of quantitative. Based on the results of the study, KUA Pangkalan Lesung has a very significant role in mediating conflicts between married couples. His role includes aspects of policy, strategy, communication, and dispute resolution. KUA is based on regulations governing the duties of the upstream, including marriage guidance services and the development of the hululuuan. KUA Pangkalan Lesung applies a satisfaction triangle approach to ensure that conflict mediation ends in a positive decision, avoiding divorce. KUA uses a religious approach as a way to discuss the roles of husband and wife from an Islamic perspective. Although KUA does not make decisions, its role as mediator and director helps couples find a solution that is good for both parties. KUA Pangkalan Lesung has also played the role of mediator in accordance with Permenpan No. 9 of 2019 article 5 which states that the task of the headman is to provide marriage or reconciliation services and guidance, development of headship and guidance to the Islamic community, couples in conflict decide to make peace and avoid divorce.
